A notice of petition of the statement of merits and its affect on others
2-7-440
In a case other than a charter or incorporation where the proposed legislation will affect the rights of others in this state, that petition must be accompanied by proof that those effected have 60 days notice of the petition before it is presented.

“…and also that notice of the intention of the petitioner or petitioners to make such application has been published in the newspaper having the largest circulation published in the county in which the privilege or immunity is to be enjoyed, once a week for at least three weeks, the first of which publications shall be at least sixty days before such petition is presented.”
Elective office by the (General Assembly)
Section 2-20-15
This is for any office filled by the election of the General Assembly where screening is required except for judicial offices.

“If the office to be filled is from the State at large, a notice of the position vacancy must be forwarded to three newspapers of general circulation in the State with a request that it be published at least once a week for four consecutive weeks. If the office to be filled is from a congressional district, judicial circuit, or other area of this State less than the State at large, a notice of the position vacancy must be forwarded to three newspapers of general circulation in that district, circuit, or area with a request that it be published at least once a week for four consecutive weeks.”-Part 1

Section 2-19-20
When the Judicial Merit Selection Commission determines that a judicial vacancy will occur they will notify the Supreme Court (along with any other professional legal organizations) and each daily newspaper in South Carolina at least 30 days to the closing of the vacancy.
